The 6’3″, 230lbs prospect attended CFC50 Vancouver College in B.C. for his entire high school career, making him one of the rare few to earn NCAA attention this cycle without crossing the border during the pandemic. What helped his case is also holding American citizenship, and a big season with the Fighting Irish. After an entire year off, Procter returned to the field last season registering 21 tackles and four sacks in seven games while helping Vancouver College go undefeated during the regular season before bowing out in the provincial playoffs.

Procter joins fellow Canadian DB Henry Kimmins, who was a walk-on at Washington State from the Class of 2019, and is now entering his redshirt junior year with the program. Vancouver College is also well known for producing DT Christian Covington of the Los Angeles Chargers, who committed to Rice and was selected 216th in the 2015 NFL Draft by the Houston Texans.
